The current statutory forms distinguish strata and non-strata housing, but the familiar construction percentages below are the practical planning sequence for a typical strata new-launch condominium. Each signed agreement and payment notice remains authoritative.

Why the last 15% needs care: it is not always a single cheque labelled “CSC”. The exact flow changes depending on the order of CSC, the final payment date and legal completion. Use the signed S&P and your lawyer's notice rather than a generic chart.

The following translates the statutory percentages into gross amounts. It does not allocate each claim between cash, CPF and loan.

If the approved housing loan is 75%, do not assume the bank simply pays 75% of every row. Lenders commonly require the buyer's required contribution to be used in the agreed sequence before or alongside progressive loan disbursement. Ask for a written disbursement illustration based on your loan, CPF application and construction stage.
How Cash, CPF and the Home Loan Fit Together
Cash
For a private-property buyer taking a bank loan, CPF Board states that OA savings may be used after the required legal documentation and after the minimum cash downpayment and any amount above valuation are paid. For a first housing loan with the higher 75% LTV band, the current published minimum cash downpayment is 5% of the lower of purchase price or valuation, subject to the buyer's exact loan profile.
CPF Ordinary Account
Eligible OA savings may be used for the downpayment, housing payments, stamp duty and legal fees within CPF housing rules and limits. CPF use is not automatic: your lawyer handles the application and charge documentation for a private property. Using more CPF also increases the amount that must generally be refunded to CPF, with accrued interest, when the property is sold.
Bank loan
MoneySense states that interest is charged from the first loan disbursement. During construction, the approved loan is drawn progressively rather than fully on booking day. As the outstanding amount grows, the monthly interest or instalment can rise. Your package may also have a lock-in period, cancellation fees on undrawn amounts or other terms that matter if completion is delayed.
Do not confuse lower early instalments with lower total cost. Progressive drawdown changes timing. It does not change the purchase price, and a longer construction period can still involve interest, rent on another home and exposure to rate changes.
